Only Cyprus residents who have lived in the country for six months can apply for a Cyprus Driving Licence.
If you are resident in Cyprus and from the EU :
1) You can continue to drive on your FULL domestic licence until it expires.
Providing:
a) the licence was issued by an EU member state,
b) it is valid,
c) you have reached the
minimum ages applicable in Cyprus.
2) Exchange your licence for a Cyprus driving licence, which is exchanged on a like for like basis.
Please note that you cannot change the address on your EU licence to one outside the issuing Country. It is accepted within the rules that the address will be from the issuing country and necessarily
be out of date.
If you are resident in Cyprus and from outside the EU :
Some countries outside the EU have an agreement to exchange existing FULL domestic licences.

When your current EU or National licence expires, it has to be renewed in your country of current residence.
If you wish to drive any vehicle category not currently on your licence, you have to obtain a Cyprus provisional (learner) licence for that category and pass the Cyprus driving test.
To obtain a licence, application has to be made in person at the Department of Transport (DoRT) with the documents shown below.

When exchanging your licence, the original and two copies of your national licence (Which you will have to surrender).
The cost of the Cyprus licence is:
€ 59.80 (up to 60 years of age)
€ 25.63 (60 to 65 years of age)
Over 65 free
A Cyprus licence is valid until age 70 years before it has to be renewed.
If you are over 70 years of age you will require a medical and a signed form from your doctor stating that you are fit to drive.

The licence is normally valid for three years.
Your full Cyprus licence is valid:
Throughout the EU and in most other countries when going there as a visitor. I am not aware of any where it is not valid, but it is possible that there may be some.
Cyprus licences are still paper with a photograph and have the standard EU vehicle categories. Plastic licences, similar to UK, are being planned. Cyprus may go directly to issuing the proposed
new EU Licence.
