Only Cyprus residents who have lived in the country for six months can apply for a Cyprus Driving Licence.

Residents:
There is provision for residents to exchange their national provisional / learner driving licence for a Cyprus provisional / learner licence, providing it was issued in the EU or by a one of
these countries. However, personally I cannot see any real advantage gained in doing so. The verbal test
outlined below is a simple one.
To apply for a Cyprus provisional driving licence:
To obtain a licence to enable you to learn to drive, application has to be made in person at the Department of Transport (DoRT) with the documents shown below.
The fee is € 5.13. This covers the cost of a verbal test on the signs and highway code. You have to pass this test before a provisional driving licence will be issued. (Not required for an
exchange licence)
Usually, if you attend between 1000hrs and 1200hrs you may take this test immediately. If not, make an appointment with the examiner to return at a more suitable time.
Return to the front office with the pass document and the documents and fee listed below to be issued with the provisional licence.

Produce evidence that you have been resident in Cyprus for six months eg. utility bill.

The cost of a provisional driving licence is € 8.54 and is valid for one year.
The usual restrictions apply in Cyprus regarding displaying plates front and rear, driving with a qualified person in the front passenger seat etc.
A Cyprus provisional / learner licence is only valid in Cyprus. All provisional / learner licences are valid in the country of issue only.
